最近中共国家体育总局全运会〝奖牌榜〞死而复生,让中纪委下令追查,引发话题。中国 体育界〝唯金牌论〞的政绩观由来已久,取消〝奖牌榜〞就能改善吗?体育总局的乌龙,会不会引来中纪委的反腐炮火呢?请看报导。
大陆媒体说,在国家体育总局官网上,找到标注1月30号公布的《关于印发第十三届运动会竞赛规程总则(草案)的通知》,其中这样写道:〝公布代表团成绩榜,包括金、银、铜牌数,奖牌数和总分数。成绩榜排序依次按照金牌数、银牌数、铜牌数、总分数的高低排列〞。
除此之外,2月4号,在另一份《第十三届全国冬季运动会竞赛规程》中,也有相同的内容。
但是,体育总局之前在1月26号,向社会公布了中央第十一巡视组去年巡视整改的情况。其中明确表示:〝今后对全运会等全国综合性运动会只公布比赛成绩榜,不再分别公布各省区的金牌、奖牌和总分排名〞。体育总局声称,这是为了引导全国体育界树立所谓的正确〝体育政绩观〞,杜绝〝金牌至上〞的政绩观扭曲体育精神。
刚说要取消的全运会〝奖牌榜〞,几天后就〝死而复生〞,还一直挂在体育总局的网上,遭到大陆媒体质疑,体育总局是不是假装取消〝奖牌榜〞,只为应付巡视组?
对此,体育总局宣传司司长张海峰6号说,是工作人员的失误造成的。他说:〝之所以会出现这种问题 是延续了过去的做法,可能没有更多想到关于巡视整改的要求。〞
全运会〝奖牌榜〞按照惯性〝起死回生〞,大陆媒体认为,这恰恰体现出体育界根深蒂固的〝唯金牌论〞政绩观。另一方面,目前的全运会已经衍生出了一整套完整的生态体系,包括官员的选拔考核、运动员的培养以及奥运会参赛名额,都和全运会相关。而金牌也是衡量地方体育部门政绩的最重要标准,仅仅取消公布全运会〝奖牌榜〞,就可以改变中国各省市的体育政绩观吗?
前中国国家男子篮球队队员陈凯:〝全国锦标赛也好,全运会也好,这个是最关键的。为什么呢?因为这个关系到那些体育界当官者们的利益,当官者们的地位。就是说,你一旦在这些方面有什么东西被别人抓牢了,你是当官的,但下面有好多人盯着你,想把你踢走。〞
前中国国家男子篮球队队员陈凯认为,体育界规则的扭曲,根源在于专制制度。
陈凯:〝中国(体育界)这个历史 ,根本有很多很多的规则是没有任何原因的,完全是政治原因而产生的。在中国所制定的规定,考量第一个,是他政治的权力,是他政治的地位,就是每个官员的政治地位。他并不是根据运动水平,或者娱乐性,或者市场规律,来制定这个规则。〞
尽管体育总局6号下午撤下了与整改情况相反的两篇竞赛规程。但对于这次〝乌龙事件〞,中纪委驻国家体育总局纪检组副组长施泽华表示,一定要追查、追责。
再加上在去年的巡视意见反馈中,巡视组指出多项问题,包括〝比赛违背公平原则、弄虚作假,破坏赛风 赛纪现象比较严重;官员兼职普遍,利益关系复杂〞等。有网民表示,体育总局是著名的贪腐灾区,水很深,要彻查;这种风头,体育总局有人要下台了。
知名网友周周煮粥:〝跟军中腐败也是一样的,(体育界腐败)也是一大批。其实说穿了,我们大陆,每个领域都是一大批。〞
陈凯:〝体育界里的各种腐败现象,像赌博、吹黑哨,都是存在的,但是他们是出于要向上交代的方式,来把他们所说的指示传达下来。〞
去年11月初,体育总局游泳运动管理中心前花样游泳部主任俞丽,因涉嫌操纵比赛,收受不正当贿赂,被带走调查。《齐鲁晚报》说,这一消息被多名体育圈内人士证实,并认为是体育界反腐行动的开始。

Anti-Graft Campaign Targets Sports Sector
The Communist State General Administration of Sport recently
restarted the "overall medal tally" and the Central Commission
for Discipline Inspection (CCDI) ordered a thorough
investigation of the sport sector.
To the Communist regime, gold medals have long been viewed
as the "achievement".
Will canceling the overall medal tally improve how "achievement"
should be judged?
Will the mistake of the Administration of Sport ignite
the flame of anti-corruption?
Let's take a look.
Mainland media reported that the Admin. of Sport released
a notice about rules of the 13th General Games (draft)
on Jan. 30:
"The achievement of each delegation team is dependent
on the number of gold, silver, and bronze medals
and the total number of medals.
The tally is arranged in the order of number of total
gold medals, silver medals and bronze medals."
The 13th National Winter Games competition rules issued
on Feb. 4 shared the same content.
The Admin. of Sport published earlier on Jan. 26
what CCDI had regulated last year:
"From now on, only scores will be publicized for National Games,
not the total number of medals."
It is claimed to set up the right sport spirit and eliminate
the distorted view regarding "gold medal supremacy".
The "medal tally" going back on the Admin. of Sport Website
has the media suspect that the so-called cancelation
of medal tally was simply a "show" for the central inspection team.
Zhang Haifeng, public relations department director of Admin.
of Sport, said it was a human error:
"It was continuing an old practice without thinking much
about regulation from the inspection team."
Mainland media believe this continuation of the old practice
showed that gold medal supremacy has rooted deeply
in the sports sector.
The National Games have developed its own ecosystem
composed of the selection and testing of officials,
athletes training and quota of Olympians.
Medals have become the most important criterion
for measuring local sports sectors' achievement.
Would it be so easy to change the achievement view
by eliminating the medal tally of the National Games?
Former Chinese national basketball team player Chen Kai:
"It is the most critical to the national championship
or the National Games.
Why? It is because it matters to the interest and the status
of those officials in the Sports sector.
Those officials have to grip onto something so's not to get kicked
out of the field."
Chen Kai believes the distorted rules in the sports community
are rooted in the authoritarian system.
Chen Kai: "In the history of Chinese sports, many rules are
entirely political.
The rules are enacted based on political power
as the first consideration, the power of the officials.
It is not about the caliber of the sports,
entertainment or the market."
Although the Admin. of Sport replaced the competition rules
on the afternoon of the 6th, the CCDI inspection team
at the Admin. of Sport deputy head, Shi Zehua ordered
a thorough investigation.
Also, the inspection team concluded the Admin. of Sport
was faced with many issues last year:
"The competition seriously violates the general principle
of fairness, conducts falsification and destroys discipline.
Officials in general take second jobs
and share a complex interest chain."
There are netizens indicating that Admin. of Sport has been
a major disastrous zone of corruption.
The claim of thorough inspection signals there'll be
downfall of officials from the Admin. of Sport.
Netizen Zhouzhou Zhuzhou: "It is like in the military, corruption is widespread. In fact, put it bluntly, every field is heavily corrupted in the Mainland."
Chen Kai: "The sports community is filled with corruption,
such as gambling and bad calls.
What they are doing is to follow instructions
from the superior as a task."
In early November last year, former swimming sports
management center director, Yu Li, was investigated
on alleged match-fixing and accepting illegal bribes.
Mainland media, Qilu Evening News, confirmed Yu Li's arrest
through insiders and believed this is the beginning
of anti-graft within the sports sector in China.
