中共教育部部长袁贵仁日前发表〝禁止西方教材进入课堂〞的言论，激起海内外自由派的群起攻击。4号中共大校戴旭，在微博上力挺袁贵仁。当天，军报刊发新《纲要》，禁止以军人身份在互联网上开设博客 、聊天等。网民表示，对戴旭这类在网上把枪口对准百姓的军官应严惩。
2月4号，戴旭在微博上力挺袁贵仁〝1月29号发表的绝不允许让传播西方价值观念的教材，进入中国 高校课堂〞的言论。戴旭认为，袁贵仁因为说了〝绝不允许〞而受到大范围围攻，主要是袁贵仁想〝吓鸡劝猴〞，于是鸡猴一起喧嚣。
戴旭声称：〝亮嗓不等于亮剑，开腔不等于鸣枪，因为猜到你是吓他，于是它反过来也吓你。〞戴旭的言论立即引来大量网民谴责，随后，相关微博被删除。
中国独立网路作家黄金秋表示，戴旭作为国家公职人员，时常通过微博发表一些杀气腾腾的狂语，舆论早把他看成一只跳梁小丑。

2月3号，《中国青年报》发表署名曹林的文章 说，一个体制内的朋友传授他〝为官之道〞，最重要的一条是〝越左越安全〞。有些事情不管对不对，跟着喊口号就永远不会错。对一些事情宁愿上纲上线，也不能让上级感到不满意。对一些理论和教条，只要披上〝革命〞的外衣，生搬硬套就是最安全。
黄金秋认为，戴旭言行可以看出他一直奉行着〝越左越安全〞的教条。
2013年4月，中国H7N9禽流感疫情爆发，戴旭说〝死不了几个〞〝连中国车祸千分之一都不到〞，遭到怒批后，他回应〝那些攻击我们的是狗〞，〝只有杀〞。
两天后，戴旭再发微博称：中国污染和食品 问题 严重，是美国在推波助澜。禽流感和SARS都是美国，对中国秘密实施的新型生物武器。
他的言论再次遭网民批驳，但他回应称，响应军委领导号召，〝网路战〞就是当下的新型战争形态。同时放出狠话：〝网路就是捍卫国家利益的上甘岭，我不会后退半步。〞
黄金秋：106〝戴旭罗援身为军人 ，而且军阶貌似不低，应当检讨吃了老百姓这么多年饭，为老百姓做了什么贡献？130食人之禄者，忠人之事。不要说军队，就是政府和执政党全部官员，自身不生产一粒粮食，都是吃喝老百姓。像戴旭、罗援这样的所谓大校将军，都是吃老百姓饭，还要砸老百姓的锅！〞
中共少将罗援也在2013年2月份，首次开通新浪微博时写道：这是一个非常重要的舆论阵地，你不发声，别人就发声，并声称要在微博这个重要舆论阵地上〝战斗〞。
2月4号，中共军报《解放军报》刊发新《军队基层建设纲要》，中共国防大学教授于巧华介绍，新《纲要》提出，严禁以军人身份在互联网上开设博客、聊天交友、应聘求职等。
黄金秋认为，新的《纲要》出台，相信戴旭这类在网上把〝枪口〞对准老百姓的军官会有所收敛。但不少网民表示，对于戴旭、罗援这些整天在网上喊打喊杀的军官应严惩。

Senior Colonel Posts Threatening Speech Online.

The Chinese Communist Party (CCP) Minister of Education, Yuan Guiren, recently demanded "banning western teaching material from getting in classes," which attracted criticism from many overseas liberals.
On Feb. 4, Chinese senior colonel Dai Xu posted on Weibo, strongly supporting Yuan. He using words like "firing shots" and "showing swords" to threaten public opinion. The same day, the military newspaper published new rules. These prohibited people from using soldiers' identities to open Weibo accounts or online chat accounts. Netizens indicate that such military officers who point guns at the people should be severely punished.
Dai posted on Weibo to support Yuan's statement from Jan. 29 saying "spreading western value in textbooks in China's schools and classes is absolutely prohibited." Dai believes Yuan was widely criticized due to his speech.
Dai claimed, "Speaking up doesn't mean showing swords or firing guns. Since he knew that you just wanted to frighten him, he threatens you back." Dai's statement was condemned by many netizens. Later on, his Weibo post was deleted.
Chinese independent internet writer Huang Jinqiu indicated that Dai as a national public official often uses Weibo to publish such outraging words filled with murderous attitude, which makes public opinion view him as a clown.

The China Youth Daily has published an article, criticizing the saying that "being leftist is safe." In fact, my observation is that the officials who would rather be leftists than rightists are mostly corrupt ones."
China Youth Daily published an article signed as Cao Lin on Feb. 3, saying an inside friend taught him that the most important rule to be an official is that "the more leftist you are, the safer you are." No matter if something is right or not, follow the party and yelling slogans will never be wrong. Never make your leaders feel unsatisfied with you. For some theories and dogmas, as long as you say it's for the sake of "revolution," it's the safest way.
Huang believes that Dai's speeches are based on the rule of "the more leftist you are, the safer you are."
When H7N9 broke out in China in April 2013, Dai stated "not many would die" and "the casualties wouldn't even reach one thousandth of China's car accident casualties." Dai's speeches raised outrages and condemnations. Dai responded saying "those who attacked us are dogs" and they can "only be killed."
Two days later, Dai posted on Weibo, that China's severe pollution and food safety issues are fueled by the U.S. Dai also claimed that the U.S. secretly used bird flu and SARS as biological weapons to attack China.
His response was attacked by netizens again. However Dai replied he would echo the call of the leadership of the Central Military Commission, fighting the online war. Meanwhile, he stated, "Internet war is to defend the nation's interests, I would not step back even a half inch."
Huang Jinqiu, "As a military officer, Dai Xu has a high rank. He should review what he himself has done for the people after living off the people for so many years. Eating peoples' food, one should be loyal to the people. The government, ruling party officials and military don't produce any food, but eat and drink from the people. Such so-called senior colonel generals like Dai Xu not only eat peoples' food, but also break peoples' woks."
CCP major-general Luo Yuan posted on Weibo in February 2013, "This is a very important position of public opinion. If you don't speak up, others will." He also claimed to do “battle" on this significant public opinion front line.
On Feb. 4, the CCP military media Liberation Army Daily released new rules in the military, banning soldiers from using their military identity to open Weibo accounts, chat online, and apply for jobs.
Huang felt the publication of new rules would force people like Dai Xu who point guns at the people to be quiet. Many netizens felt that military officers like Dai Xu and Luo Yuan who often make violent statements on the internet should be severely punished.
