【禁闻】周永康被捕 民议:谁在〝养虎〞?


12月6号凌晨,前政治局常委、前周永康 被宣布〝开除党籍〞并被移送司法。外界质疑,反腐还没有上升到对制度层面的反思,只限于对贪官个人品行的道德谴责,对于滋养这些的因素却没有提出。如果制度不改,未来 还可能会出现另一个周永康。


12月5号,中共前政治局常委、前政法委书记周永康被中共政治局会议决定开除党籍,并移送司法机关处理。12月6号,周永康再被最高检察院立案侦查及逮捕。


外界对于〝大老虎〞周永康的这一消息纷纷拍手称快,但普遍认为远远不够,应该把周过去所做的恶行一一公布。


杭州师范大学法学教授范忠信:〝关键是要把周永康过去在政法系统 的所作所为,那个违反法治、违反宪法、违法的那些做法,要进行全面的清理,全面的反省,这才有利于依法治国。〞


杭州师范大学法学教授范忠信表示,周永康在位时,最大的罪行就是〝维稳至上〞,凡事要求地方党政、地方公检法、地方政法机关,要以维稳为第一重要任务,维稳压倒一切。


杭州师范大学法学教授范忠信:〝那么为了维稳做了什么事情,地方的党政机关、地方的公检法机关做了什么事情,再怎么违法,他们()都能够宽容都能够谅解,这个用法学界的话说,叫作恶授权,等于是中央周永康带头,从上往下授权给你,授权给干部为非作歹,基层干部作恶,就这个体制很可怕。〞


专栏作家冒安林在微博写道,耳边听来的,都是人民群众愤怒声讨周永康。他一手统治公检法系统长达十年,上下都烂透了。


前中共人大常委会法制工作委员会研究室副主任郭道晖:〝周永康统治中央政法委10年,使整个法治倒退,这是大家都知道的,导致很多冤假错案。〞


身为政治局前常务委员、曾经是中共最高的九位权力者之一,周永康曾掌控四川官场、中石油系统、政法系统,在这些系统皆有其盘根错节的关系网,里面充斥着惊人的利益输送和权钱色交易。


从周永康的发迹、贪腐和外界盛传的谋划,背后是谁在提供养分滋养他?民众要追问的是,这周永康是怎样一步步登上最高权力中心的?


范忠信:〝这更应该是这个国家重视的课题,也就是更应该往前追,这是一个大老虎,那谁在养老虎?谁在纵容老虎发威、发力?因为再往前一追,可能是一个太复杂的内幕 ,太复杂,那中央现在也比较敏感,所以要回避,但是我相信中央也会注意到那个养老虎的。〞


郭道晖:〝应该如此,不过我们政府过去好像还没有这样做过,现在不是提倡依宪治国吗?那按照宪法的原则,宪法的精神,那应该追究,任何违宪行为都应该追究。〞


网友说,几只〝大老虎〞虽然都被打掉了,可〝繁殖大老虎〞的制度依然在沿用!


范忠信:〝现在我感觉到周永康这个事情,好像只是清算他个人贪污受贿、滥用权力,这些政治上的问题 没有清算,而这个没有清算也就是说,他的道路,他的模式有可能还继续。〞


据了解,与周永康有关的人马也陆续中箭,如前北京市国家安全局局长梁克、遭判死刑的四川矿业大亨刘汉、前四川省政协主席李崇禧遭双开,以及被双规、涉贪腐案军阶最高的前中共中央徐才厚等。


如今,各地与周永康有关的旧部属都忙着与他切割,根据美国《新闻网》报导,周永康被移送司法,随即有十几个省市表态支持中共总书记习近平。其中最为积极的当属中石油,《中国 石油报》于6号报导了中石油的党组会议,并声称要与习近平保持一致。

Who Raised The Tigers?


Former Politburo Standing Committee Zhou Yongkang was

expelled from the party and transferred to the judiciary.

Commentators analyzed that anti-corruption is limited

to questioning the individual corrupt officials' moral acts,

rather than rising to the organizational level.


The real issue— who nurtured these tigers—

has not been questioned.

Thus, in the future another Zhou Yongkang

could emerge.


Zhou Yongkang was finally expelled in the Politburo meeting

on Dec. 5 and his case transferred to the judiciary organ.

Zhou Yongkang was formally arrested for investigation

by the Supreme Procuratorate on Dec. 6.


While the news won much applause, it is generally believed

that Zhou Yongkang's real crimes haven't been fully exposed.


Hangzhou Normal University law professor Fan Zhongxin:

"The key to better governance relies on a comprehensive

clean-up and reflection on all of Zhou Yongkang's violations

in the political and legal system."


Professor Fan Zhongxin indicates Zhou's major crimes

have been the maintenance of a stability-oriented policy

which overrode every task in the party, government,

and law enforcement at all levels.


Fan Zhongxin: "In order to safeguard stability,

any wrongdoing of the party, the government,

and law enforcement is tolerable, even if it is illegal.


In academia, we say it is the evil authorization.


Zhou Yongkang took the lead in the Central

and ordered that evil deeds be conducted

from the top down to the grassroots cadres.

This type of organization is scary."


Mao Anlin wrote on Weibo that people's

denouncing Zhou Yongkang has been widespread.

The public security system has become totally rotten

in the past 10 years under his leadership.


Former Deputy Research Director of NPC Legislative Affairs

Commission Guo Daohui: "It is well known that

in the 10 years of Zhou Yongkang's heading

the Central Political and Law Commission,

the entire rule of law has gone backwards,

many miscarriages of justice have occurred."


As a Politburo Standing Committee, Zhou Yongkang

was one of the CCP's nine highest leaders.

He controlled the officialdom of Sichuan,

the oil systems and the political and legal system.

Zhou Yongkang held authority and trading of an intricate

network of power, money and adultery within these systems.


From his fortune in the political arena, to his corruption

and coup attempt, “who has nurtured and supported

Zhou Yongkang?” people wondered.


How did Zhou Yongkang board the highest hierarchy?


Fan Zhongxin: "This is the most fundamental question

that should be asked.

He is the tiger. But who nurtured this tiger?

Who connived with this tiger's behavior?

It is obviously an issue too complex and too sensitive

for the Central.

But I believe the Central is aware of the tiger feeders."


Guo Daohui: "It should have been questioned.

But, our government has not done so.

Isn't it about rule of law?


According to the principles of the Constitution,

any unconstitutional acts should be investigated

and prosecuted."


Netizens stated that even though some tigers were sacked,

the breeding system still exists.


Fan Zhongxin: "The liquidation of Zhou Yongkang seems

to be staying within personal corruption and abuse of power.

The political issues remain untouched.


That means the paths and the model that breed him

will continue."


It is understood that Zhou Yongkang's troops have been

implicated, such as former Beijing National Security Bureau

Director Liang Ke, Sichuan mining tycoon Liu Han,

former Sichuan Provincial People's Political Consultative

Conference Chairman Li Chongxi, former Central Military

Commission Vice Chairman Xu Caihou, and more.


Many old subordinates of Zhou Yongkang are busy

making a clean break with Zhou.

According to an Epoch Times report, immediately following

Zhou's transfer to the judiciary, more than a dozen local

governments expressed their support for Xi Jinping.


In particular, China Petroleum News reported that

in an internal meeting, the oil system expressed

staying in line with Xi Jinping.
