【禁闻】海军副政委马发祥为何跳楼身亡


中共总书记习近平日前到澳洲参加G20峰会,周旋于各国首脑之间。但同时,中事纪律检查委员会统一部署行动,对军队一批将领采取措施,海军副政委马发祥中将跳楼身亡。消息引发关注。为何官至中将军衔的马发祥要选择 走上这样一条不归路呢?请看报导。


17号,香港《南华早报》从知情者那里得到消息说,中共海军副政委马发祥13号在北京的海军大院跳楼身亡。


接近中共军委办公厅的消息人士对《》透露说,马发祥是于11月13号上午办公时间,接到军委纪委通知他前去谈话后,纵身从15层高楼跳下的。


香港《》引述消息指出,跳楼的海军中将马发祥,涉案前军委副主席,他们俩是陕西老乡。而且消息还称,江泽民〝军中最爱〞的徐才厚,他的亲信、原总政治部主任李继耐上将也可能出事。目前他的多位手下将领已经被立案调查。


不过,北京一名前海军退休军官匿名向《南华早报》透露,与徐才厚相比,马发祥的案子,甚至连早先被判死缓的原海军副司令员王守业的案子,都不值得一提。王守业贪污公款1.6亿元人民币,他在2007年4月被判死缓。


徐才厚曾担任中共军委副主席,他也是自习近平上台以来,以贪腐名义打掉的最高军队官员。


《南早》同时提及说,2个多月前,另一名海军将领,时任舰队装备部长的姜中华少将,在老家浙江舟山跳楼身亡。


时事评论员邢天行:〝选择自杀的路对他们来讲,是最合适的一条路,这是这些军队腐败高官的一个选择。因为他一旦自杀以后,他掩盖了其他人的腐败线索。〞


时事评论员邢天行表示,从以往很多的案件中看出,中共贪官自杀后,他周围的人和家人就受到了保护,不会再被深挖并处理。所以贪官们看到自己避不开时,就会选择自杀。


事实上,在10月份就有四名中共厅级高官自杀,包括甘肃省农办任副主任杨克忠;广西人大外事华侨委员会主任委员陈利丹;辽宁省高级法院副院长徐安生,以及辽宁省残联组书记任志伟。


今年6月份的英国《》杂志则指出,中国 公民整体自杀率在下降,但官员的自杀人数却显著上升。调查显示,自2013年年初以来,至少有62起公开报导的官员或国有企业雇员〝非正常死亡 〞,其中至少32起是自杀。


《经济学人》的文章 还说,习近平的反腐使中共官员忧心忡忡。


其实,习近平最近在〝新古田会议〞上扬言,要肃清徐才厚在军队遗毒,全面铺开反腐。随后,就有消息指多名中共军队将领在近期应声落马。


据《博讯》披露,习近平飞赴澳洲参加G20峰会期间,中共军纪委奉命动手,对军队一批涉媒贪腐的将领采访党纪措施,其中就包括刚刚在海军总部跳楼身亡的马发祥;北京军区战友文工团团长、著名男高音歌唱家少将,他涉案徐才厚和汤灿 案件;总后勤部副部长少将,他涉嫌向徐才厚买官;总政联络部长邢运明少将、总政保卫部长于善军少将也都被捕。


其他落马的还有,吉林省军区副政委宋玉文少将;原黑龙江省军区司令寇铁少将;湖北省军区原司令苑世军少将;沈阳军区 原联勤部长王爱国少将。


《苹果日报》还引用海外 的报导说,徐才厚出事后,已有近200名军队现役或退休将领被当局调查。但这一消息尚无法确认。


大陆时事观察人士华颇:〝习近平要想把牢枪杆子,必须要对军队进行清洗。前一阵子他将各大军区、各个省军区还有集团军的军事主管等等,进行了对调,就是为了更好的掌控军队。〞


大陆时事观察人士华颇指出,习近平拉开军队反腐帷幕,就是要对不可靠的人清理,以便他全面掌控军队。


邢天行则表示,习近平上台前,军队、政法系统 ,都掌控在江泽民派系手中,不仅军队政法系统腐败泛滥,而且还让习近平在〝薄王〞事件中知道了他面临的危险。所以,习近平为了保命,用反腐的名义在政法系统打掉周永康 、在军队除掉徐才厚,都是必须的步骤。

Jinping attended the G20 Summit in Australia.

While he was overseas the CCP Military Commission for

Discipline Inspection planed a unified deployment to carry

out actions against a group of military generals.


Deputy Political Commissar of the Navy Lieutenant General

Ma Faxiang jumped off a building and died.

Why did Ma Faxiang in such a position

choose to take such a path?


On Nov. 17, Hong Kong’s South China Morning Post got

insider news about Ma Faxiang.

The insider with close contact to CCP Military Committee

Office told Buxun that Ma Faxiang jumped off the building

on the morning of Nov.13 at the Beijing Navy Compound.


He was at work and received a notice from the CCP Military

Commission for Discipline Inspection to have a conversation.

He then jumped from a 15 story high building.


Hong Kong Apple Daily quoted sources that Ma Faxiang was

involved with former Vice Chairman of the Central Military

Commission Guo Boxiong, who were fellows from Sha’anxi

Province.

The source also said that Jiang Zemin’s “Favorite in the

Military” Xu Caihou’s close subordinate, former General

Political Department Director Li Jinai might also be in trouble.

Currently many of his team members are being investigated.


However, a retired naval officer in Beijing told South China

Morning Post that, compared with “the big tiger Xu Caihou,”

Ma Faxiang or former Navy Deputy Commander Wang

Shouye with a suspended death penalty are insignificant.

Wong Shouye embezzled 160 million yuan of public funds.

He received a suspended death sentence in April 2007.


Xu Caihou once served as Vice Chairman of the

CCP Central Military Commission.

He is the highest level military officer taken down

in name of corruption after Xi Jinping came to power.


South China Morning Post also stated that another Navy

officer, leader of South China Sea Fleet Department of

Logistics, Major General Jiang Zhonghua killed himself by

jumping off a building in his hometown, Zhejiang Province.


Commentator Xing Tianxing, ”Suicide is the solution that

works best for them.

This is a choice for these corrupt army officials.


Because once he committed suicide, he would help

cover up the clues to others involved.”


Xing Tianxing said cases seen in the past indicate once a

corrupt CCP official committed suicide, his family and

those around him are protected and there will no longer

be any more digging.

So corrupt officials choose to commit suicide when

they could not avoid investigations.


In fact four department-level CCP officials committed

suicide in October alone;

These include deputy director of Gansu Provincial

Agriculture Office Yang Kezhong;

Guangxi People’s Congress Foreign Affairs

director Chen Lidan;

Deputy President of Liaoning Province

Senior Court Xu Aisheng, and

Liaoning Province Handicapped Union

Party Secretary Ren Zhiwei.


UK magazine The Economist pointed out in its June issue,

Chinese citizens’ overall suicide rate is declining.

However the number of officials committing suicide

has increased greatly.

Since the beginning of 2013, there are at least 62 publicly

reported “unnatural deaths” of officials or employees of

state-owned enterprises, in which at least 32 cases are suicide.


The Economist also stated Xi Jinping’s anti-corruption

makes Chinese officials worried.


Xi Jinping said during the recent “New Gutian Conference”

he would eliminate the legacy of Xu Caihou in the army.

He planned to carry out full scale anti-corruption.


Soon after there was news that several CCP generals

will be dismissed in the near future.


According to Boxun, during Xi Jinping’s trip to Australia

to attend the G20 summit, the CCP Military Commission for

Discipline Inspection ordered interviews for disciplinary

measures with a group of army generals involved in corruption.

This included Ma Faxiang who died at the Navy Compound.


Others on the list were; Beijing Military Comrades Art Group

Leader, Major General;

Famous tenor Liu Bin who was involved in the Xu Caihou

and Tang Can’s cases;

Deputy Minister of the General Logistics Ministry and Major

General Liu Zheng thought to buy his title from Xu Caihou;

General Political Ministry Liaison Minister and

Major General Xing Yunming;

General Political Ministry Security leader and Major General

Yu Shanjun were also arrested.


Other officers who were knocked down are;

Deputy Political Commissar of Jilin Military Region,

Major General Song Yuwen;

Former Military Commander of Heilongjiang Province,

Major General Kou Tie;

Hubei Province Military Commander, Major General Yuan

Shijun, and former Shenyang Military Region Minister of

Logistics, Major General Wang Aiguo.


Apple Daily quoted overseas information that after the

Xu Caihou case, nearly 200 current or retired officials

have been put under investigation. But there is no

confirmation on this piece of news.


Hua Po, “Xi Jinping must cleanse the military

in order to hold tightly onto the army.

Recently he swapped leaders of military regions, armies of

each province and military troops, to better control the army.”


Hua Po pointed out Xi Jinping’ anti-corruption campaign

in the army is just to clean up unreliable people.

It’s to gain full control of the army.


Xing Tianxing said, before Xi Jinping took power, military,

political and legal system were under Jiang Zemin’s faction.

They are not only rampant in corruption, but Xi Jinping

also realized his dangerous situation from the Bo Xilai

and Wang Lijun cases.


In order to survive, Xi Jingping brought down

Zhou Yongkang.

He then removed Xu Caihou from the military in name of

anti-corruption. These are all necessary steps.
