【禁闻】废除劳教只换牌 法轮功学员仍被劫

2013年11月22日讯】十八届《决定》文中表示,要废止劳动教养制度。而目前已有报导传出:各地的劳教人员已被全部释放。但中国 维权 披露,中共废除劳教只是换个招牌,法轮功 学员有一部分被转入〝洗脑班〞继续遭受迫害。


中共三中会通过的《中共中央关于全面深化若干重大问题 的决定》宣布,废止劳动教养制度。


21号,大陆 媒体报导,江苏省已经没有劳教人员;浙江省今年上半年已停止接收劳教人员,全省已无在押劳教人员;上海、长沙两地劳教人员也全部回归社会;青岛劳教人员已全部被释放或转〝戒毒所〞。


据了解,劳教所已变身成为监狱。比如北京〝团河劳教所〞已悄然摘牌,挂出〝北京市监狱团河二监区〞。


而中共迫害法轮功 学员的重要场所之一,就是劳教所。


多方消息披露:目前仍有很多法轮功学员没有获得,他们或是被转移到法制学习班、洗脑班、黑监狱,或是被直接判刑。


黑龙江居民 郭女士:〝 它说解体劳教所、,但是炼法轮功的有的就没有放出来,有的放出来让交保证金,有的直接给转到洗脑班。〞


〝洗脑班〞是中共专门迫害法轮功学员的场所。中共把不肯放弃〝真、善、忍〞信仰的法轮功学员绑架到那里,以暴力手段对他们进行强制洗脑,欺骗、逼迫他们放弃信仰。类似〝法制学习班〞、〝法制教育学校〞、〝法制教育中心〞等〝黑监狱〞。


大陆维权律师 :〝现在的很多的劳教所确实是把人给放了,包括北京的,我们知道的都是这样,劳教所的人放了,然后劳教所就是把它变成了什么戒毒所等等,但是普通的人放了之后,法轮功信仰者有些放了之后,家人去接都没接到,610接到洗脑班去了。〞


〝610〞是中共1999年6月10号成立的专门迫害法轮功的非法机构,它的权力凌驾于公、检、法、司之上,类似法西斯的盖世太保组织。


今年4月7号,大陆传媒《Lens视觉》发表《走出〝马三家〞》一文,披露了辽宁马三家女子劳教所令人怵目惊心的酷刑内幕 ,在国际引起轰动。之后,中国各地陆续传出释放劳教人员的消息。


湖南衡阳居民雷女士表示,衡阳公安应该早就知道劳教所要废除,因为前段时间当地有个因安装《新唐人电视台》接收信号,被劳教三次的法轮功学员,被直接被送到了看守所。


湖南衡阳居民雷女士:〝这一次抓到他就不给他劳教了,判刑了,判了一年半他就一直被关在看守所,也不送到劳教所去,也没送监狱去。另外还有一个,就是早三个月抓的,判刑了,他不送到劳教所了,他知道劳教所可能是要解体了。〞


亲历劳教迫害的法轮功学员李凯茜认为,中共宣称废除劳教,但是它会用其他方式来代替劳教,迫害手段会更加隐蔽。


亲历劳教迫害的法轮功学员李凯茜:〝洗脑班一直存在,我担心有更可怕的、更隐蔽的手段来迫害法轮功修炼者。它会有洗脑班、法制学习班,有各种黑监狱,都是你平常根本查不到的一些地方,不用走任何程序,迫害程度甚至更厉害。〞


在中国各地释放劳教人员的同时,大陆媒体说:劳教制度废除后,司法行政部门将完善惩治和矫正法律 ,健全社区矫正制度。


而中共唯一的一所中共司法警官学院劳教管理系也悄然更名为〝矫正教育系〞。


有大陆维权律师 揭露,有关〝社区矫正制度〞,就是允许关押某人半年到1年,等同于小型劳教制度。所谓的废除劳教只是换个招牌。

Labor Camp Abolition, But Torture of Falun Gong Practitioners Continues


Re-education through forced labour will be phased

out, according to reports following the Third Plenary

Session of the Chinese Communist Party (CCP).


It was recently reported that all inmates

in the labor camps have been released.

According the Chinese human rights lawyers,

the abolishing of labor camp is only superficial.

In fact, the persecution of Falun Gong practitioners

has shifted to continue at “brainwashing centers”.


In the detailed reform roadmap approved by the

Third Plenum, it announced the termination of

the re-eduction through forced labor camp system.


On November 21, numerous reports came out of

Jiangsu, Zhejiang, Shanghai, Changsha and Qingdao.

These indicated that labor camp inmates had either

been released or transferred to drug rehabilitation centers.


It is understood that labor camps

have been turned into prisons.

For instance, ‘Beijing Tuanhe Labor Camp’ has

quietly become ‘Beijing Tuanhe Second Prison’.


Labor camps have long been major sites for the CCP

to conduct the persecution of Falun Gong practitioners.


Multiple sources have disclosed that there are still many

Falun Gong practitioners being kept under persecution.

They have been transferred to ‘legal learning

centers’, brainwashing centers, black jails,

or have received direct prison sentences.


Ms. Guo, Heilongjiang resident: “It is said

that they are closing the labor camp system.

However, those Falun Gong practitioners

don’t necessary get to be released.

Some of them paid the bonds, while others were

transferred directly to the brainwashing centers.”


Brainwashing centers are places designated

for the persecution of Falun Gong practitioners.

In a brainwashing center, the CCP enforces brainwashing

through violent torture tof those who refuse to give up

their belief in truthfulness, compassion and forbearance.


Similarly, so-called legal learning classes, schools

or centers have the same function, as do black jails.


Jiang Tianyong, human rights lawyer: “Many

labor camps indeed let go of their prisoners.

This includes the labor camps in Beijing.

The ones we know have released all inmates,

and some have become rehabilitation centers.

But, Falun Gong practitioners, after being released, didn’t get

to go back to their families, but to the brainwashing centers.”


The ’610 Office’ is a gestapo-like agency, specifically

established on June 10 1999 to persecute Falun Gong.

It is extra-legal, and has power over public security, the

procuratorate, judicial system, and supervisory system.


On April 7 this year, the Chinese magazine

‘Lens’, published an investigative report.

It was entitled, “Walking Out of Masanjia”.


The report disclosed torture and violence at the

Masanjia Women’s Labor Camp in Liaoning Province.

The content shocked the international community. Following

this, it was reported inmates have gradually been released.


Ms. Lei of Hengyang, Hunan Province, believes that local

police had known about forthcoming labour camp closures.

A Falun Gong practitioner, who Ms. Lei knew had been

sent to a labor camp on three occassions for setting up

an NTD link, has now been sent to a detention center.


Ms. Lei: “They did not send him to the labor camp.

He was sentenced to a year and a half term.

He did not go to the labor camp or the prison. He has

been kept at the detention center since being sentenced.

There was another Falun Gong practitioner

who was arrested three months earlier.

He was also sentenced, but not to the labor camp.

They knew the labor camp was going to close.”


Li Kaiqian is a Falun Gong practitioner

who was tortured in a labor camp.

She believes that even though the labor camps are closed,

the CCP will continue its persecution through hidden means.


Li Kaiqian: “The brainwashing centers have always existed.


I am worried that there are other even more

terrible means of torture under disguise.

The brainwashing centers, the ‘legal learning classes’, and

all sorts of black jails, are places you won’t even know about.

It doesn’t need any legal proceedings.

The persecution can only get worse.”


While labor camp inmates are being released,

Chinese state media reported that the judicial

and administrative departments will follow up.


It stated it will improve the laws and community

systems in punishment and correction.

The Central Institute for Correctional Police has also

quietly changed its labor camp management department.

This now becomes the “correctional education department.”


Chinese human rights lawyers consider that

the “community correction system” puts a person

in police custody for six months to one year.


It is like a small labor camp. In other words, in closing the

labour camps, they have just replaced the sign at the door.
